Jay Biggs graduated from NC State in 1995 with a bachelor’s in psychology. He went on to earn a master’s in industrial-organizational psychology and human resource management from Appalachian State University. His son graduated from NC State in May 2025, and his daughter will graduate in 2027.

Biggs began his career as the HR manager for a non-profit. He then worked in HR at NC State from 2000 to 2005, where he also served on the Staff Senate and the Institutional History and Commemoration Committee. He has spent the last 20 years with the NC Administrative Office of the Courts. Biggs is a Certified Compensation Professional (CCP), Certified Public Manager (CPM) and a Professional in Human Resources (PHR).

Biggs has served in several roles with the NC State Wake County Alumni Network, including Pack Partners coordinator, philanthropy coordinator and president. He also served as a Wolfpack Club rep for a number of years. Biggs has been on the board of directors for the Greater Cleveland Athletic Association for over a decade and serves as cirector of the travel soccer program. He also previously served in multiple leadership roles with a local Cub Scout pack (Den Leader and Pack Committee Chairman, among others).

Additionally, Biggs enjoys attending CHASS events, including learning lounges and the speaker series. He is a lifelong fan of NC State Athletics, where he has season tickets for baseball and wrestling, and also enjoys attending basketball, football, soccer and tennis matches.
